Most passkey content stops at the integration. But implementing a WebAuthn server is the easy part. 2. Adoption is a Product Problem, not a Tech Problem#

The session walks through the operational playbook behind one of the largest public-sector passkey rollouts to date, where passkeys went live for more than 5 million users at a 70-90% activation rate. It is less a talk about the technology and more about the human and operational work that turns a passkey feature into a passkey default.

This playbook is for teams that have already shipped passkeys but are not seeing adoption move, as well as teams preparing a rollout and trying to avoid the common failure modes.

3. 5-Phase Adoption Playbook#

The same five phases that take a passkey login from a ~5% baseline to 70-90% and beyond:

4. Omni-channel. Make the flow consistent across web and native, so a passkey works the same everywhere users do.
5. Enforce & mandate. Once adoption is healthy, flip passwords from the default path to the exception. Passkeys become the standard way to sign in.
