20-page AU Passkey Whitepaper:
Learn from AU rollouts (myGov, Telstra, Ubank, VicRoads)
Melbourne, February 27, 2025 – Almost 5 million Victorians can now log into their myVicRoads accounts using passkeys, marking a major milestone for digital identity in Australia. By partnering with passkeys specialist Corbado, VicRoads joins the ranks of major global organizations such as Google, Amazon and PayPal in adopting passkeys as a secure, passwordless authentication method.
As one of the first government agencies in Australia to implement passkeys, VicRoads sets a new standard for secure and user-friendly digital services.
By replacing passwords with public-key cryptography, VicRoads reduces the risk of phishing and other online threats.
With this implementation, VicRoads provides a customer-centric login experience where customers authenticate with their fingerprint, facial recognition, a PIN, or swipe pattern, making logins more secure and seamless.
“Digital security is a key priority for VicRoads, and passkeys reflect our dedication to keeping our 4.8m myVicRoads customers’ information safe and delivering a secure and seamless user experience.” said VicRoads Chief Technology Officer, Crispin Blackall.
“Our partnership with Corbado is already proving highly successful, with over 200,000 Passkeys created during our recent pilot.” he said.
VicRoads joins Telstra, myGov and UBank as one of the first organizations in Australia to introduce passkeys, positioning itself as a digital leader in public services.
To drive rapid adoption, VicRoads is actively encouraging users to transition from existing authentication methods to passkeys as the preferred login method.
“By going passkey-first, VicRoads is providing its customers with both the highest level of security and the best user experience.” said Vincent Delitz, Managing Director at Corbado.
The passkey implementation was carried out in collaboration with passkey specialist Corbado, a FIDO Alliance member, which provided the underlying technology and guided VicRoads on best practices for implementation and user adoption.
"Passkeys represent a paradigm shift in how we authenticate users to digital identity services." remarked Andrew Shikiar, Chief Executive Officer of the FIDO Alliance.
"VicRoads' adoption of passkeys showcases how government agencies can leverage this industry-wide innovation to protect citizen data while simplifying access to critical services. This is a significant step towards a more secure and efficient digital future for Victoria and beyond."
By rolling out passkeys at scale, VicRoads is leading the way for other government agencies and high-security industries looking to modernize authentication without compromising on security or usability.
Corbado is a leading provider of passkeys-as-a-service, helping large-scale enterprises and government agencies deploy passkey authentication seamlessly. As a FIDO Alliance member, Corbado specializes in high-adoption passkey rollouts that integrate into existing identity systems without user migration.

Corbado's passkeys-as-a-service integrates into existing identity systems without requiring user migration. VicRoads ran a pilot phase before the February 27, 2025 full launch and drove adoption by actively encouraging users to switch to passkeys as the preferred login method rather than keeping passwords as a parallel option.
VicRoads generated over 200,000 passkeys during its pilot phase alone. VicRoads CTO Crispin Blackall cited this figure as evidence the Corbado partnership was "already proving highly successful" ahead of the full rollout to its 4.8 million myVicRoads customers.
A passkey-first strategy maximizes security and user experience gains by making passkeys the default login method, not an alternative. Corbado's Managing Director Vincent Delitz noted that going passkey-first delivers both the highest security level and the best user experience, which is why VicRoads actively encourages transition away from existing authentication methods.
VicRoads' adoption demonstrates that public-key cryptography eliminates phishing risk while simplifying access, two priorities that traditional MFA methods balance poorly. FIDO Alliance CEO Andrew Shikiar specifically cited the VicRoads case as proof that government agencies can protect citizen data while simplifying access to critical services using industry-standard passkey technology.
